Why the answer depends on the root size
rem means “root em”: a multiple of the html element's font size. Browsers default it to 16px, but users can change their default font size and sites can set html { font-size } — so 1rem is not always 16px. That's the point: layouts in rem scale with the reader's preference.

Frequently asked questions
What is 1.5rem in px?
24px with the default 16px root font size (1.5 × 16).
Is rem the same as em?
Only at the top level. rem is always relative to the root font size; em is relative to the parent element's font size, so it changes inside elements with their own font-size.
What is the default font size in browsers?
16px in Chrome, Firefox, Safari and Edge, unless the user has changed it in their settings.
